The Companies Act (Youth Enterprise) Regulations, 2026 (Legal Notice 56 of 2026) mark a significant development in Maltese company law, introducing a dedicated framework—commonly known as Intrapriża16—through which 16- and 17-year-old residents may establish and manage private limited liability companies. This initiative provides young entrepreneurs with a structured, legally recognised platform to develop and test business ideas, while benefiting from appropriate regulatory safeguards and guidance.

In this context, Fenlex recognises the importance of fostering early entrepreneurial talent and is committed to supporting the next generation of business leaders. Beyond the legislative framework, Fenlex aims to provide practical guidance, tailored services and ongoing support to enable young entrepreneurs to take the leap into business with confidence, equipping them with the tools, experience and mindset required to grow and succeed. By doing so, Fenlex seeks to contribute to the development of future generations, encouraging innovation, resilience and responsible business practices from an early stage.
